S. Ports. That such is probably a fact the following goes far to suggest

(1.) Any passenger landed in consequence of rejection by the U. S. Doctor has a ground of action against the Master and/or Agents for Breach of Contract.

(2.) If any of the crew are landed (discharged) without the sanction of the Superintendent of the Mercantile Marine Office the Master is liable under Section 16, sub-section (12), of Ordinance 26 of 1891, to a fine.

(3.) And the Master prefers these risks to the certainty of detention on the other side.
